United Nations Council Approves Trump's Gaza Strip Initiative
A global body has approved a plan presented by Donald Trump for establishing a lasting peace in Gaza, featuring the introduction of an global peacekeeping force and a eventual path to a Palestinian statehood.
Widespread Approval with Notable Absent Votes
The proposal was passed by a tally of thirteen in favor, with China and Russia declining to cast votes. The US envoy Mike Waltz told the international body that it charted “a different path in the Middle East for the conflicting parties and all the people of the region alike”.
Negotiated Language on Independence
Incorporation of references to an independent Palestine was the concession the US offered for backing from the Arab and Islamic world, who are likely to supply stabilisation troops for the international stabilisation force (ISF).
“Provisional steps that we begin today must be implemented in adhering to legal norms and upholding Palestinian self-determination,” the UK chargé d’affaires declared.
Government Resistance Remains
Nevertheless, on the eve of the council decision, leader Benjamin Netanyahu restated his cabinet's firm resistance to the formation of a sovereign Palestine, raising questions on whether the Israeli government will accept the implementation of the internationally endorsed measures.
Main Elements of the Measure
- Prompt removal of existing limitations on humanitarian aid into Gaza
- Creation of an international stabilisation force
- Progress on rebuilding and a eventual “pathway to Palestinian independence and sovereignty”
Ambiguous Language and Requirements
The inclusion to sovereignty was a compromise addition to an initial US draft which did not mention it. Yet the language is vague and contingent, stating only that once the PA has implemented reforms and the reconstruction of Gaza is advancing, “the conditions may eventually be in position for a credible pathway to Palestinian independence and nationhood.”
Global Response
The phrasing was insufficient of the firm commitment to the creation of a Palestinian state beside Israel desired by Muslim nations, as well as European council members, but in statements to the council after the decision, representatives from those states said they were prepared to accept the compromise in the service of extending the present ceasefire and swift steps to assist and secure the millions of Palestinian residents in Gaza.
“We has eventually decided to support of this resolution, a resolution that we approve its primary aim, namely the continuation of the truce and the formation of situations allowing the Palestinian population to exercise their fundamental rights to self-determination and sovereignty,” Algeria's representative declared.
Practical Difficulties
The proposal gives comprehensive monitoring control to a “stabilisation committee” led by Trump, but of uncertain membership. The group has to update the UN but it is not obligated by the wishes of the global organization or by the Palestinian leadership.
Additionally, it requires the establishment of a specialized Palestinian group that is supposed to run routine management of the Gaza Strip and the distribution of aid, but it is highly uncertain who would participate.
Stabilisation Team Mandate
The mission of the global force gives it authority to remove and dissolve armed groups in Gaza, but it is far from clear that would-be troop contributors would consent to engage such organizations. Not a single nation has yet agreed to dispatching troops.
Furthermore the requirements for changes to the PA, the prerequisite towards progress on independence, have been unclear.
European officials said they viewed it as pressing that the names of the specialized group to deliver services was agreed as quickly as possible.
